Annual Surveillance Fee for Nicotine Products

A separate sales permit is required for each nicotine product category. Since nicotine replacement therapies (NRTs) fall under the Medicines Act, this page focuses on products regulated by the Tobacco Act: cigarettes, e-cigarettes, nicotine liquids, and nicotine pouches.

Your municipality collects an annual surveillance fee per point of sale, which is a maximum of €500. If the point of sale carries both tobacco products and either nicotine liquids or smokeless nicotine products, the fee can be doubled (up to a maximum of €1,000).

Examples:

  • If a store sells both tobacco products and nicotine liquids, the surveillance fee is a maximum of €1,000, even if smokeless nicotine products are added to the selection.
  • If a store has previously registered only the sale of tobacco products, the fee will rise to €1,000 if smokeless nicotine products are added to the inventory.
  • If a store sells only nicotine liquids, the surveillance fee remains at €500, even if smokeless nicotine products are added.
